
Ravens Await NFL Investigation Outcome Before Deciding on Justin Tucker’s Future

As of March 31, 2025, Baltimore Ravens president Sashi Brown stated that the team will not make any decisions regarding kicker Justin Tucker’s status until the NFL completes its investigation into allegations of sexual misconduct against him.
"We want to ensure we have a full and accurate understanding of the facts, hear both sides, and allow the investigation to run its course before making any determinations," Brown told reporters at the annual league meeting on Sunday, March 30, 2025.
Tucker has been accused of inappropriate conduct by 16 massage therapists from eight different spas and wellness centers in Baltimore. According to The Baltimore Banner, the alleged incidents occurred between 2012 and 2016, during the first five seasons of his NFL career.
The league’s investigation began in February 2025, with NFL officials interviewing some of the women who have made accusations, a source told ESPN. The process is expected to take time—similar to the NFL’s 2021 investigation into former Cleveland Browns quarterback Deshaun Watson, which lasted five months before a settlement was reached.
On March 30, Brown confirmed that the Ravens have received periodic updates from the league but emphasized that the team has no control over the timeline. "We would prefer a quicker resolution, but we recognize that a thorough investigation requires time," he said. "The NFL understands the urgency, and while we don’t expect them to delay unnecessarily, there are multiple individuals who need to provide evidence before a conclusion is reached."
Tucker, 35, has publicly denied the allegations twice, issuing a statement on social media in January 2025 calling them "unequivocally false." His accusers allege that he engaged in sexually inappropriate behavior during massage sessions, including exposing himself, making unwanted physical contact, and leaving suspected ejaculate on massage tables.
Despite the ongoing investigation, Tucker will be allowed to participate in Baltimore’s offseason conditioning program, which begins on April 21, 2025, as well as the team’s organized practices in May and June. Brown confirmed that his participation is governed by the collective bargaining agreement (CBA) and the NFL’s personal conduct policy.
While Tucker's long-term future with the team remains in question, Ravens general manager Eric DeCosta and head coach John Harbaugh acknowledged at the NFL Combine in February 2025 that the team is scouting potential kickers in the upcoming draft.
Tucker, the most accurate kicker in NFL history, is coming off the worst season of his career, having missed 10 total kicks in 2024. If the Ravens decide to release him, they may designate him as a post-June 1 cut, which would spread the $7.5 million in dead cap space over two seasons and free up $4.2 million in salary cap space for 2025. However, no immediate decision is expected.
Brown also emphasized the benefit of allowing the NFL to handle the investigation, stating, "It provides an added layer of independence for the team, allowing us to remain at an appropriate distance as the process unfolds."
